Robert Burke pins Gas Turbine System Technician (Mechanical) 1st Class Jeffery Carpenter during an all-hands call at Recruit Training Command (RTC). Carpenter was selected for advancement as part of the Meritorious Advancement Program. (MAP). Approximately 38,000 to 40,000 Sailors graduate annually from RTC.
