U.S. Marine Corps Lt. Col. Soulynamma Pharathikoune conducts an interview with Philippine news station ABS-CBN after a dedication ceremony celebrating the construction of a new school building at Calangitan Elementary School in support of Exercise Balikatan in Capas, Tarlac, Philippines, May 16, 2018. Pharathikoune is the co-commander for the combined joint civil military operations task force, and he is the commanding officer of 9th Engineer Support Battalion, 3rd Marine Logistics Group. Exercise Balikatan, in its 34th iteration, is an annual U.S.-Philippine military training exercise focused on a variety of missions, including humanitarian assistance and disaster relief, counterterrorism and other combined military operations held from May 7 to 18.
