Razz Waff, commanding general of the 99th Regional Support Command, presents Gary Melgar with the Achievement Medal for Civilian Service at Joint Base McGuire-Dix-Lakehurst July 28. As a food service specialist, Melgar assisted in the repair of US Army Reserve Center kitchens, enabling hundreds of food service personnel to train, saving the Army Reserve thousands of dollars in catered meal expenses.
