    Army Corps of Engineers contractors tape a bituminous rubber adhesive onto the lower half of a school tornado shelter near Joplin, Mo. When the top half of the concrete shelter is put in place, the unit will weigh 77,000 pounds and be capable of withstanding winds up to 250 mph.
