Vice Adm. Harry B. Harris Jr., commander of U.S. 6th Fleet, places new shoulder boards on an Angolan marine during a promotion ceremony to the rank of colonel. Twelve Angolan sailors and marines were promoted to during the ceremony commemorating the 35th anniversary of the establishment of the Angolan navy.
