Lt. Col. Rodney Newton, the Construction and Facility Management Officer for the North Carolina National Guard explained the Readiness Center Transformation Master Plan (RCTMP) to local leaders and residents of Woodland during an event to signify the transfer of ownership of the North Carolina National Guard Woodland Armory to the Town of Woodland on February 28th, 2018. “The RCTMP is a consolidation effort to better serve the state and meet the needs of a modernized force,” said Newton.
