An excerpt from the 1871 Annual Report of the Adjutant General of Pennsylvania showing the commissioning date and death of Maj. Octavious Catto, an early black civil rights leader from Philadelphia who served in the Pennsylvania National Guard. Catto was killed during riots at polling places. The riots and unrest were related to black men voting. This was the first election since October of 1870 when Pennsylvania passed the 15th Amendment guaranteeing voting rights for black men.
