Brig. Gen. (Promotable) William Graham (right) presented Col. Robert Hailey (left) with the U.S. Army's Legion of Merit as Hailey retired from the U.S. Army February 23, 2018 at the Fort Hamilton headquarters of the North Atlantic Division, U.S. Army Corps of Engineers, Brooklyn, New York. Hailey's final active duty assignment included serving as the division's deputy commander (reserves), an especially important role in 2017 when Graham was forwarded deployed to Afghanistan. Col. Hailey and his wife Jan are residents of Papillion, Nebraska.
