    Petty Officer 2nd Class David Mendoza, a crewmember aboard the Coast Guard Cutter William Tate, changes a solar-powered LED light atop a buoy, which will be deployed in the Delaware River, Feb. 6, 2018.

    The William Tate is a 175-foot buoy tender homeported in Philadelphia and conducts operations between New Jersey and Maryland.
