The tugboat Bourne sits partially submerged on Skiffes Creek in Newport News, Virginia, Jan. 22, 2018. The boat discharged approximately 5 to 10 gallons of motor oil, which was contained by the Coast Guard, the Newport News Hazardous Materials Team and the Virginia Department of Emergency Management with absorbent pads and a floating barrier.
