A ceremony was held Saturday, Jan. 20, 2018, at the Mississippi National Guard's Joint Force Headquarters in Jackson, Miss., to promote Mississippi Representative Trent Kelly to the rank of Brig. Gen. and to celebrate the retirement of Command Sgt. Maj. Jeffrey Riggs, both members of the JFH. Miss. Gov. Phil Bryant spoke to the attendees of the ceremony about the dedicated service of both.
