Smith, left, receives a flag from his staff supply specialist, Rick Coar during his retirement ceremony at the National Naval Aviation Museum, Naval Air Station Pensacola, Fla. Smith served in the government for more than 44 years, including 17 years as program director for the Navy Junior Reserve Officers Training Corps (NJROTC) program, which emphasizes citizenship and leadership development, as well as maritime heritage, the significance of sea power, and naval topics such as the fundamentals of naval operations, seamanship, navigation and meteorology.
