Tech. Sgt. Charles Woods, crew chief with the 123rd Contingency Response Element, awaits the arrival of an inbound C-130 flying in from Louisville, Ky., May 17, during the National Level Exercise in Springfield, Mo. Woods will then marshal the plane into its parking spot serving as a static plane and will be loaded and unloaded with mannequins that represent real victims. The NLE is comprised of federal civil authorities supported by the Department of Defense. The NLE itself is a scenario of a 6.0 or higher earthquake on the New Madrid fault line.
