U.S. Service members and civilian personnel participate in a Noncombatant Evacuation Operations (NEO) exercise at Marine Corps Air Station Iwakuni, Japan, Nov. 21, 2017. A NEO is the ordered or authorized departure of civilian noncombatants and nonessential military personnel from danger in an overseas country to a designated safe haven.
