POLK COUNTY, Fla. -- Jessica Kettelcamp at a stop between visiting houses at which she is assessing roof damage Oct. 3, 2017. Kettlecamp was one of more than 280 U.S. Army Corps of Engineers employees who volunteered to work as a quality assessor in Florida after Hurricane Irma. The roof assessement would determine whether a roof was eligiblie for Operation Blue Roof, a program that sends licensed contractors out to homes to cover hurricane-damaged roofs with fiber-reinforced plastic sheeting (tarp) until homeowners can arrange repairs.
