Montoya returned home twice from Vietnam, both times after being wounded. He said neither homecoming could be considered a warm welcome. Veterans, particularly those who never received a proper homecoming, were officially welcomed home by Mead and other dignitaries, at the Wyoming Capitol, in Cheyenne. The Wyoming Legislature passed a law identifying March 30 as Wyoming Veterans’ Welcome Home Day.
