SEBRING, Fla. -- A roofer pulls fiber-reinforced plastic sheeting taut across a roof before nailing it into place through a furring strip in Sebring, Florida Oct. 1, 2017. The roofer and his crew are one of many who were hired by the U.S. Army Corps of Engineers for Operation Blue Roof. The program sends out licensed contractors to install blue plastic sheeting on eligible roofs until residents can arrange permanent repairs.
