Gen. Tim Reisch, adjutant general, South Dakota National Guard, in Rapid City, S.D., Sept. 13, 2017. Serna received the medal for performing CPR to save Sgt. David Rodarte’s life, June 12, 2017, after he suffered a massive heart attack upon completing an Army Physical Fitness Test.
