PORTLAND, Ore. (Sept. 16, 2017) — Chief Hospital Corpsman Elizabeth Oakes, assigned to the submarine tender USS Frank Cable (AS 40), is pinned to her new rank by her brother and mentors, during a pinning ceremony held at Naval Operations Support Center, in Portland, Ore., 16 Sept. Frank Cable, currently in Portland for a scheduled dry-dock phase maintenance availability, conducts maintenance and support of submarines and surface vessels in the Indo-Asia-Pacific region.
