With a bull float and careful technique, Capt. Charles A. Nassar, of Sterling Heights, Mich., and the officer-in-charge for the combat engineering detachment, Black Sea Rotational Force 11, spreads the freshly-poured concrete over what will be a new sidewalk for 33 Area's Camp Margarita. The engineers of BSRF-11 were training to hone their skills for future community-improvement projects, including building schools and fixing sidewalks, in the Black Sea, Balkan and Caucuses regions.
