Congressman Beto O’Rourke, the representative for Texas’ 16th Congressional District in El Paso, talks with Soldiers from the Arkansas Army National Guard in Orange, Texas, Sept. 10, 2017. O’Rourke wanted to get on the ground to see how affairs were being handled and to get a bird’s-eye-view of the locals who were directly affected by Hurricane Harvey.“I represent the congressional district of Midwest Texas and we’re out here just to thank those who are doing the work,” said O’Rourke. “We’re also meeting with those whose homes have been destroyed to see what we can do to be helpful when we return to congress.”
