U.S. Navy Seaman Victor Carr, a Seabee assigned to Naval Mobile Construction Battalion 74, Detail Horn of Africa, lowers an empty cement bucket to be refilled by an awaiting Seabee during construction at the Ecole 5 primary school construction project, Feb. 18. NMCB 74, Det. HOA is deployed to support Combined Joint Task Force-Horn of Africa by providing construction engineering support of schools, medical clinics, and water wells throughout the region. The unit’s commodore, Navy Captain Kathryn Donovan, visited the site, Feb. 17 – 18.
