U.S. Air Force Col. R. Scott Jobe, 35th Fighter Wing commander, administered a change of command ceremony between Col. Christopher R. Parrish, 35th Mission Support Group outgoing commander, and Col. Philip Holmes, 35th MSG incoming commander, at Misawa Air Base, Japan, June 28, 2017. Today, the primary purpose of the change of command is to allow subordinates to witness the formal transfer of total responsibility, authority and accountability from one officer to another.
