    Olcott Beach has seen many of it's piers, beaches and businesses flooded by rising water levels in Lake Ontario, Olcott, N.Y., May 13, 2017. The flooding led to Gov. Andrew Cuomo declaring a state of emergency and the activation of more than 300 New York National Guardsmen to respond to the crisis by filling and deploying sandbags and building breakwalls.
