Lactao is the commander of Central Command, Armed Forces of the Philippines. This training helps Philippine and U.S. forces plan and rehearse disaster response before an actual emergency or disaster. Balikatan is an annual U.S.-Philippine bilateral military exercise focused on a variety of missions including humanitarian and disaster relief, counterterrorism, and other combined military operations.
