Kim Thomas the director for Strategic Acquisition Programs Directorate at the Defense Logistics Agency Aviation, Richmond Virginia, gives a briefing to a group of distinguished visitors during the Operational Contract Support Joint Exercise-17, March 23, 2017, at Fort Bliss, Texas. This year, the eighth iteration, the exercise consists of two phases. Participants began with a four days dedicated to academics followed by a week of OCS-scenario execution.
