NORFOLK, Va. (March 13, 2017) Rear Adm. Thomas W. Luscher, Commander, Navy Reserve Forces Command and staff of Expeditionary Combat Readiness Center (ECRC) stand outside of ECRC Headquarters prior to a tour of facilities.
