BAGHDAD – Chief Warrant Officer 3 Otha Wayne Hester (standing), who hails from Hillsborough, N.C., and serves as the conductor and commander of the 4th Infantry Division Band, gives a philosophical shrug as band members anxiously wait their cue to begin performing at the U.S. Embassy July 4. The command performance was for dignitaries, which included the president of Iraq, the U.S. Ambassador to Iraq, and Gen. George William Casey Jr., commander of Multi-National Forces – Iraq.
