NEWPORT NEWS, Va. (Jan. 5, 2017) -- Boatswain's Mate 3rd Class Allen Jen, assigned to Pre-Commissioning Unit Gerald R. Ford (CVN 78), is frocked to the rank of petty officer third class by Boatswain's Mate 2nd Class Shavanda Stephens during a frocking ceremony in the ship's foc'sle.
