Brig. Gen. Vicente Mota Medina from the Dominican Republic army addresses the delegates of the Conference of the American Armies during a specialized conference on human rights. The Dominican Republic Army hosted the event in Punta Cana on Dec. 2, 2016. The conference’s purpose was to develop a guide on the standards and principles of human rights during a disaster relief or humanitarian assistance mission where the partner nations will assist the affected country.
