Madagascar - His Excellency Leon Rajaobelina, Madagascar's Ambassador to the United States, is shown expressing his governmant's appreciation for the new debt-for-nature swap funding at a special ceremony at the U.S. Capitol on August 3, 1989.
The Ambassador thanked friends in the United States and the Congress who have helped bring Madagascar the " attention and recognition it deserved" he said.
He stated that the U.S. Agency for International Development (USAID) had provided significant support for both development and conservation in Madagascar. He said that USAID had joined with the Government of Madagascar. He said that USAID had joined with the Government of Madagascar, the World Bank, World Wildlife Fund, and others to develop an evironmental development plan for Madagascar that promised to bring significant new resources to the country. He noted that his country was among the first in tropical developing countries to develop a national conservation strategy.
