    Madagascar - His Excellency Leon Rajaobelina, Madagascar's Ambassador to the United states, is greeted by Mark Edleman, Acting Administrator, U.S. Agency for International Development, at the special ceremony in the U.S. Capitol.     The ceremony on August 3,1989, was to announce the U.S. funded debt-for-nature swap in Madagascar.

    Edelman called the swap " one of the most exciting projects I have ever been associated with."

    Edelman announced at the special ceremony that USAID was providing a $1 million grant to the World Wildlife Fund to support a major debt-for-nature swap in Madagascar -- the first such exchange in Africa.

    "This will take some of the debt burden off of Madagascar's shoulders, helping to stimulate its economy and promote economic growth will in turn support development gains for years to come, giving the people of Madagascar the chance to earn more money, get better educations, and enjoy the natural beauty which Madagascar is so famous for."

    Edelman commended the government of Madagascar for its willingness to implement the policy reform necessary to make the program work. "By recognizing the fact that protecting natural resources and biodiversity is a global concern, even if the forests are in their back yard, Madagascar is establishing itself as a model for international development," he said.
