U.S. service members assigned to Combined Joint Task Force-Horn of Africa and volunteers wait in a temporary holding area during a non-combatant evacuation exercise (NEO) at the French Marine 5th Regiment in Djibouti, Djibouti, Nov. 16, 2016. Members spent a few hours in the facility before the final part of the exercise: loading onto an aircraft. The NEO exercise gave the French and their guests the opportunity to practice an evacuation with international partners. Combined Joint Task Force-Horn of Africa is a multinational effort to conduct theater security cooperation, combat violent extremism and enable freedom of movement within East Africa in order to defend U.S. interests and support aligned regional efforts.
