NAVAL ANNEX STUMP NECK, Md. – Marine Sgt. James Jacoby, a crash fire rescueman with Technical Rescue Platoon, Chemical Biological Incident Response Force (CBIRF), explains to Army Maj. Gen. Richard Gallant, commander of Joint Task Force Civil Support, how CBIRF Marines extract casualties from a trench while other Marines demonstrate that process during an official visit at Naval Annex Stump Neck, Md., Sept. 29, 2016.
