MONTEVIDEO, Uruguay -- Gen. Nelson Pintos, Chief of the Uruguayan Joint Staff, greets Adm. Kurt Tidd, commander of U.S. Southern Command, prior to the start of the VI annual South America Defense Conference Aug. 17 in Montevideo, Uruguay.
