Vice Adm. Harry B. Harris Jr., gives an impromptu speech to a group of Russian polar convoy veterans while on board USS Kauffman. Kauffman is in St. Petersburg to participate in the commemoration of the 65th anniversary of Victory in Europe Day. Visits such as these serve to strengthen the relationship between the U.S. and Russian navies.
