PATRIOT North 2016 incident commander Bob Obenier, of Team Rubicon, speaks to personnel in the exercise command post National Guard training exercise PATRIOT North 2016 at Volk Field Air National Guard Base, Wisc., July 19, 2016. Obenier heads the joint government, military and civilian exercise disaster efforts to aid the surrounding area after a simulated natural disaster. Local state and community government agencies would request the assistance of organizations like Team Rubicon and the National Guard could be called in to supplement the disaster relief agencies, like they are doing at PATRIOT. Team Rubicon is a civilian volunteer organization made up military veterans and first responders, created to rapidly deploy emergency response teams to various types of disasters at the request of federal, state and county agencies. PATRIOT is an annual exercise held at Volk Field to test the National Guard’s capabilities and develop working relationships with first responders and government agencies.
