Franklin Sarratt, a Regional Emergency Preparedness Liaison Officer from Region IV - Defense Coordinating Element of the Federal Emergency Management Agency, instructs and guides Soldiers on effective course-of-actions in disaster response situations during the Region VI Defense Support of Civil Authorities (DSCA) Workshop conducted here July 17 in Seagoville, Texas. The DSCA Workshop is a three-day event that provides Soldiers the opportunity to enrich their knowledge base and skill sets in regards to disaster response situations here in the United States and other countries.
