Utilitiesman 2nd Class Justin Swain and Utilitiesman 1st Class Jose Melendez-Santana, assigned to Naval Mobile Construction Battalion (NMCB) 4, check the concrete tests for the core fill pour from the Briggs Bay sea wall project in Yokosuka, Japan. The project consists of demolishing and replacing 335 meters of CMU block, a U-ditch and six catch basins along the Briggs Bay Sea Wall.
