The mixture of civilian and military personnel are moving sandbags from pallets in front yard driveways into flood prone areas of backyards in the south Fargo neighborhood called the Timberline area along drain 27. The drainage coulee empties into the Red River along the North Dakota and Minnesota border, but sometimes backs up into the residential neighborhoods when the river reaches major flood stages.
