OJOJIHARA, Japan - Koichi Takahashi (right), deputy chief of the Japanese support group for Artillery Relocation Training Program 16-1, and his translator, Risa Kitagawa, meet with Lt. Col. Neil J. Owens, Commanding Officer for ARTP 16-1, to speak about the exercise on May 10, 2016. ARTP is a Japan-funded, routine training exercise that allows Marines with 3rd Battalion, 12th Marine Regiment, 3rd Marine Division, III Marine Expeditionary Force, based out of Camp Hansen, Okinawa, Japan, to conduct live-fire training. ARTP allows Marines to train in various regions throughout Japan, which better prepares them to operate in any environment.
