The Hawaii Army National Guard is supporting Balikatan 2016 through the National Guard State Partnership Program with the aim of building capability across the disaster response forces of both countries. Balikatan, a Filipino term which means "shoulder to shoulder," is an annual bilateral training exercise focused on improving the ability of Philippine and U.S. military forces to work together during planning, contingency and humanitarian assistance and disaster relief operations.
