Hawaii Army National Guard, Major Willam Flynn, acting Commander of the Hawaii National Guard CERF-P team and members of his full-time staff meet with members of the Philippine Army to discuss the plan for the Urban Search and Rescue exercise to be held during Balikatan 2016 April 07, 2016, Camp Capinpin, Philippines. The Hawaii National Guard CERF-P team is supporting Balikatian 2016 through the National Guard State Partnership Program with the aim of building capability across the disaster response forces of both countries. Balikatan, which means "shoulder to shoulder" in Filipino, is an annual bilateral training exercise aimed at improving the ability of Philippine and U.S. military forces to work together during planning, contingency and humanitarian assistance and disaster relief operations.
