160325-N-QL961-234 - HONOLULU (March 25, 2016) Navy Diver 1st Class Kristoffer Ilagan, is congratulated by U.S. Pacific Fleet Master Chief Suz Whitman after being announced as the Pacific Fleet Shore Sailor of the Year (SOY) at the Ala Moana Hotel in Honolulu. This ceremony concluded a week long series of events where the 14 finalist participated in personal and professional evolutions as well as leadership, naval heritage and team-building events. Ilagan will travel to Washington, D.C. to compete in the Chief of Naval Operations Shore SOY competition where the winner will be meritoriously promoted to chief petty officer.
