The Honorable Franklin R. Parker, the assistant secretary of the Navy (manpower and reserve affairs), joins Col. Sean Killeen, the commanding officer for Marine Corps Base Hawaii, and staff from both commands, at the foot of the Base’s Pacific War Memorial Feb. 22, 2016. Parker, a Joliet, Ill., native, was nominated as assistant secretary of the Navy in January. “I came here to know more about them and what they do,” Parker said. “I also wanted to show my face, since I’m new, and answer questions.” Parker is responsible for matters pertaining to manpower and personnel policy within the Department of the Navy, including issues affecting Active and Reserve Component Sailors and Marines, and Department of Navy civilians.
