Coast Guard responders from Sector Columbia River Incident Management Division begin a proactive cleanup effort of the barge Multnomah, which is moored at a site along the Columbia River, Goble, Ore., Feb. 2, 2016. The Coast Guard opened the Oil Spill Liability Fund to remove hazardous materials, from the Multnomah a 265-foot barge, in order to mitigate a substantial threat to the environment.
