Army Lt. Gen. Joseph DiSalvo, Deputy Commander of U.S. Southern Command, presents the Joint Service Commendation Medal to Chilean Navy Capt. Pedro Abrego Wednesday, Jan. 20, 2016, in a ceremony at SOUTHCOM headquarters. Peruvian Army Col. Luis Flores was also awarded the medal during the ceremony. Abrego and Flores are both wrapping up tours as liaisons as part of SOUTHCOM's Partner Nation Liaison Officer Program. The program fosters the sharing of experience while introducing partner-nation officers to SOUTHCOM's staff-level operations.
