Maj. Gen. David N. Blackledge, U.S. Army Civil Affairs & Psychological Operations Command (Airborne) Commanding General, Col. Leonard Hawkins, SCOE Director, and Pfc. Robert Anderson, a civil affairs specialist from Sanford, N.C., cut the command's 19th birthday cake, Nov. 15, at Fort Bragg, N.C. after taking part in a celebratory formation run with the command's headquarters company. Traditionally, the oldest and youngest participants in the run cut the cake, along with the commanding general and command sergeant major, or their representatives.
