Robert Looney, U.S. Citizenship and Immigration Services district director, Bangkok district, Thailand, leads the Oath of Allegiance to more than 130 U.S. service members during a naturalization ceremony held at Bagram Air Field, Afghanistan, Nov. 12. A Laos native, Spc. Veha Vaene, was among the crowd receiving her citizenship. She and her family received entrance into the U.S. from Looney in Thailand as refugees in 1987.
