Harley, assistant deputy Chief of Naval Operations (Operations, Plans and Strategy), provides remarks as the keynote speaker for the 2015 Maritime Power and International Security, EMC Chair symposium at U.S. Naval War College in Newport, Rhode Island. The three-day event brought together Navy, academia and national security community experts to discuss the relationship between maritime power and international security, contemporary maritime challenges and strategic approaches to advance and defend national interests.
